With four decades of experience in the managed care field, Mr. Jay Davis, along with his father and brother, founded Universal Care, Inc. a California-based health plan. Universal Care was a mixed model health plan (staff/network model) and included Plan owned and operated medical, dental, vision, and pharmacies along with an extensive network of contract providers. Universal Care offered Commercial, Medicaid (Med-Cal), SCHIP, and MAPD products. Mr. Davis worked as the Company's Executive Vice President and lead the compliance, network development, sales, service, and marketing efforts. Universal Care grew to become California's largest privately held managed care plan.
In 2006, a larger part of the company was sold to Health Net of California. In addition to efforts to grow the remaining company,
Mr. Davis was engaged by Memorial Care Health System to lead the establishment and operation of Seaside Health Plan, now known as Memorial Care Select Health Plan. Mr. Davis returned to Universal Care, Inc/Brand New Day and helped lead the growth of the company from 9,000 members to 70,000 Medicare Advantage Members in 22 California Counties. Brand New Day became the third-largest C SNP in the country.
On April 30, 2020, Universal Care was sold to Bright Health Group. Mr. Davis worked for 18 months to transition Universal Care to Bright Health Group. During the transition time, Mr. Davis served as the Bright Health National MAPD Executive Vice President for Growth.
Jay graduated from the University of Redlands with a business management degree. He has served on several non-profit boards including the past chairman for the Miller Children's Hospital Advisory Board, was a member and past chairman of the Long Beach Area Chamber of commerce, and a member of the board for The Guidance Center a full-service partnership clinic serving children in the greater Long Beach area with behavioral health needs.
